Thanks for your input, Matt.
The fact that I'm having issues on a hard-wired PC and Wi-Fi-connected Chromebook (as well as my Android phone) tells me the issue is either with the Netgear device or the Internet service itself.
This weekend I replaced my coax (wall to modem router) and Ethernet cable (cat 5E patch to cat 6, now connected directly from the modem/router to the PC) and my problems persist. The only thing that seems to have helped a little bit is moving my Chromebook from the 5G band to the 2.4G band. I've still had drops, though, so I dunno.
