Is it the R8300 router or the Modem or ????

Still no logs being sent via email but at this point it's not worth it to me to try and track it down. I did change the email in the router settings back to my Outlook one as I really don't want anything tied to an ISP email again if I can help it. Had that task of changing our emails from Comcast when we moved from Seattle to Oregon and only had Charter (Spectrum) to choose from. What a pain....
I am definitely a list maker and identifying the devices attached to the router and putting them into Excel with their pertinent information is a good idea. I will do this and be sure to check out each new device that I add to the network in the future. Since the "Device Name" issue is known and kicked around I'm not going to worry about it. I just thought if it was an easy thing to do I'd stick a name in there that meant something to me. I just wish that everybody would play nice together. It was so much easier when it was just IBM hardware and software. I'd just call our IBM system rep when I needed help. Now, in the PC arena there are so many different hardware and software components it's hard to know who to contact or even how to drill down to the right piece of hardware/software causing the problem.
Which brings us full circle. I started here not knowing whether it was my modem, router or ISP that was causing my Outlook and Acronis issues. I never would have figured out the different settings within the router and things to try without all of your help. If I had gone out and bought a new router and/or replaced the modem I'd more than likely still be experiencing the same problems. The send/receive errors in Outlook 2016 have disappeared and all of the emails sent from Acronis have arrived just as they should. And I've learned a bit more about router settings and how all of this stuff works together (or, at least is supposed to). I've documented everything I've changed so I have it as a reference point in case this pops up again.
I want to thank you both for helping me out and explaining things to me. I may not have been in the right spot but intuitively knew that someone here would have the knowledge to help me work through it. Thanks for sharing your time and experience with me.

I considered it part of the discussion as to how to configure the router to send external e-mail. Either manually or on a schedule.
If we are both correct in assuming that this is an smtp issue, it has nothing to do with routers or modems, the "subject" of this discussion. Nor is there any link to Outlook, the email client.

First of all, I apologize if I'm not in the right place to troubleshoot my problem. I'm not sure where I should be as I can't isolate the problem to a particular thing and it's intermittent.
I have checked and double-checked the settings regarding POP3/SMTP. It was the first thing I did since Microsoft has changed these settings on me before. I use myname@outlook.com for my email address. So I also access my emails online at Outlook.live.com. I have attached a document showing my settings in Outlook.live.com, current Outlook settings found on Google, my Outlook 2016 settings on my laptop, and the email settings from Acronis True Image for my backups. There is a feature in Acronis to test email settings for notifications. When I tried to send the test message it failed. I tried my other backups. Some worked, some failed. All had the same settings. So I went to Outlook 2016 and did a Send/Receive and it failed consistently. It finally worked correctly so I went back to Acronis and tried the test emails for the ones that had failed and they now all worked fine with no changes to the settings.
I'm at my wits end - if it's not the modem or router, and my email settings are correct and unchanging, what is causing them not to work - intermittently? Plus, it's not only my emails that aren't working correctly. Vipre was unable to connect to its server to receive current updates. Never had a problem with it before. When I tried to connect back here, it gave me an error message and then connected. It was so quick I couldn't get a screen shot. This has been happening with other websites as well. They originally fail to connect properly, resolve themselves and display correctly. This has all started happening since the Outlook issue. Which should have nothing to do with my email settings. Which is why I was looking at the modem/router. Especially, since I was in Seattle for a week and everything worked fine. We still don't know what the problem is.
For example. I can see no explanation of what this means:
I’ve been having trouble with sending/receiving emails in Outlook 2016 on my laptop.
What problems do you have sending emails?
Forget about Acronis and the use of SMTP.
What happens when "send email" goes wrong?
Do the emails not go?
Do you see any error messages?
Do not throw in "diagnostic details" that seem to have nothing to do with the problem.

You are in a good area and you are fine here.
All internet communications go through a Domain Name Server (DNS). When you are at home they go through the Spectrum DNS unless you have specified something different in your router configuration. Such as the DNS from Google, Open DNS, Cloudflare, or Next. When you were in Washington you would be using the DNS from the ISP at the location you were staying. Within your home router configuration you can configure primary and secondary DNS options for both IPv4 and IPv6. They are in different locations in the user interface. Attached are some options for DNS servers you can use and test. I am in the Seattle area and personally I use Next DNS as my primary and my ISP DNS as secondary.
When I look at your settings file the only thing that stood out is you sometimes specify STARTTLS and other times specify SSL/TLS. I use Office 365 and these are two distinctly different configuration options. My Office 365 settings for Comcast use incoming server port 995 encrypted for SSL/TLS and outgoing server port 465 encrypted for SSL/TLS.

I have the router set for Domain Name Server Address to "Get Automatically From ISP" - which in my case is Spectrum.
The addresses are 71.10.216.1 and 71.10.216.2
While I was there, I looked at the router log file. I clicked on send but nothing happened. I do have the email set up in the router. There were "[email failed] internet connection is dropped and [email failed] Send hello first in the log. The entries at the top were more than likely from my attempt to send the log based on the timestamp. However, later entries in the log were not caused by my trying to send the log. See Router logs attached. I don't know if this is related or not and I hate to add new problems but I'm hoping that it is all somehow related and will help drill us down to the real issue(s).
Also, when I was coming back here to the Netgear community I received one of the ongoing messages that I have started receiving for other websites - again, the problem is intermittent. And, it resolved itself after a few seconds and displayed the web page correctly. I attached the screenshot at the end of the attached document.
The STARTTLS setting for smtp (port 587) and SSL/TLS for POP3 (port 995) were gotten from Microsoft for Office 2106. In Acronis I do not have a STARTTLS option for the SMTP settings. I have None, SSL, TLS, and TLS (if possible) as selections. Why I chose TLS long ago I can't remember now - probably because it worked. That is what is driving me crazy. If it's the settings - in whatever product, why do they work sometimes and not others? I've made no changes to any settings in forever. Basically, when it comes to the network stuff if it works I leave it alone.
The problem in Outlook 2016 is when it is sending/receiving emails - either, automatically or by me clicking on the Send/Receive button - it responds with an error - generally, it is in the receiving part that generates the error. I receive two different error messages (not at the same time):
Task 'myname@outlook.com - Receiving' reported error (0x800CCC0D): 'Cannot find the email server. Verify the server information in your account properties."
and
Task 'myname@outlook.com - Receiving' reported error (0x80040900): 'The server name you entered cannot be found on the network (it might be down temporarily). Verify that you are online and that the server name is correct.'
I know that Outlook.live.com can be down at times but it doesn't seem to be the case here. Also, occasionally, an outgoing mail item will sit in the Outbox and not be sent out. Usually, on a later send/receive it will go out fine. These errors are intermittent but occurring more often. The emails from Acronis stopped showing up (again, intermittently) at the same time I noticed the sending/receiving errors. And the website issues started at the same time as well, for what that's worth. And as a side note, I had trouble attaching the Router logs. It basically indicated that it was uploading but just spun and did nothing. I finally deleted the whole reply and tried reattaching the log file first before the message and it attached fine.

The send/receive error messages you are receiving in Outlook 2016 are the result of your DNS server not being able to resolve the server names you have configured for incoming and outgoing mail.
The same goes for the error messages you receive when you try to access the community.netgear.com site. What web browser are you using?
The DNS servers from my ISP normally function fine up until the time they do not. When they do not, it is always at a very inconvenient time.
I have chosen to configure my router primary DNS, both IPv4 and IPv6, to use Open DNS. For my router secondary DNS, both IPv4 and IPv6, I use my ISP DNS. For test purposes you might give it a try. It is an easy change to make or to undo if you do not like it or it doesn’t help.

Looking at your Outlook.live.com configuration screen, I am surprised it will allow your account to be configured for both POP and IMAP at the same time. Is there a specific reason you are configuring for both? Usually, you choose one or the other, not both. When you select both, it could cause problems with the server name and port numbers you configure in the router or in the Outlook 2016 client application.
I have my Office 365 Outlook application configured for several e-mail addresses. All the e-mail servers are configured for POP type. If I try to add another address account that is set for IMAP, it corrupts the whole configuration. That is an Ah-Ha moment I have experienced personally.
As an option for your Outlook.com e-mail address, you could configure one type or the other, reconfigure your router e-mail, and test to see if it helps.
