Only you know what "literally everything" entails. We weren't there and don't know what you did.
Take as through the sequence that happens when you turn the thing on.
Have you tried a factory reset?
Have you tried different mains socket?
How about a different mains adapter?
Does it happen when the router is unplugged from everything?
I had a hardware warrantee until 2023, then all of a sudden it changed to 2022, and told me its expired!. It clearly said in green that my warrantee was valid until 2023, how on earth did it all of a sudden change when I was on a call with them!
Again, we don't know what you have done.
Did you start the warranty process in the support section?

Have you tried different mains socket? - Yes, also tried a different power adapter
How about a different mains adapter? - Yes
Does it happen when the router is unplugged from everything? - Yes It keeps rebooting when all the ethernet cables are unplugged, and plugged.
Did you start the warranty process in the support section? - Yes here is my case # 45825649

You'll have to follow it up with the official support people.
This community is essentially a user-to-user venue with some input from a small band of Netgear techies.
Most of the answers come from fellow users who have no connection with Netgear. They just have a lot of collective experience and are familiar with the sort of problems that turn up here.
If you want "official" support then you should go through the right channels.
