I'm just using the standard Hub 3 from Virgin Media, which is known to be awful.. I'm using cat7 cables throughout the network
I have made the changes you suggested, and QoS is working again.. give it a couple of days and see how it goes
Without QoS my download latency spikes up and down as high as 35-40, when I enable QoS and throttle the downstream the latency drops to around 13-16
Problem is usually a couple days after factory reset QoS just stops working and will only function again with another factory reset which is extremely frustrating

Do you know if the ISP modem can be bridged or are you using it's DMZ for the R8000p router?
Be sure to save off a back up configuration to file for safe keeping. Saves time if a reset is needed.

The virgin hub has modem or router mode, I just switch into modem mode and allow the router to auto config
I don't really alter too much on the router, just enable the QoS, set the download/upload speed and set my gaming console to highest priority to minimise any latency spikes
That was the primary reason I bought it to minimise bufferbloat/latency issues

Id check ping and latency with a wired PC and pingplotter.com at the modem to be sure. Want to make sure the signal is good up to the modem at least.
