Lost Internet Access Between CM700 and R6700v3

Hi. I had a setup that mysteriously stopped working today. Despite being able to connect in the past, I was suddenly unable to connect via IP address to my cable modem, and at the same time, my router lost the connection to the internet.

My setup is a little different, going back to a previous ISP, but worked fine for a year plus...

My modem is a CM700 with default settings, IP 192.168.100.1

My router is a R6700v3, with a static LAN IP of 10.96.###.###, and my devices have IPs assigned by the router.

The router Internet settings were 'Get from ISP'. Previously, I had no problems access the modem by its IP address. Today, the router lost internet access, and I was unable to access the modem via the router.

After it stopped working, I set a static IP on my laptop and can connect to the modem and access the internet. I can set a static Internet IP on the router and can then access the modem, but the Internet still doesn't work.
