Manual QoS rules

So I want to enable Advanced/Manual QoS rules for certain applications and websites (by Service) but there is nothing in my router settings related to am "Upstream QoS"tab. I think i'm able to create a rule for something like Netflix but I dont know much about the Starting/Ending Port numbers. Not even going to mention that the existing ruleset is outdaded with depreciated serices like GTalk and Aim on High.
