2. have tried multiple devices?
Yes, I have tried it on multiple devices
3. have you named your 5ghz something separate from the 2.4ghz?
Yes, I have named it separately.
4. Have you tried using a wifi scanner to check it and not just the built in utility?
I tried using a wifi scanner both laptop and phone and it's not showing up too.

have you tried changing the 5ghz channel?
Or trying a factory reset? (not reboot, but a full reset)

Yes I have tried changing the 5ghz channel and also tried full reset on the router.
I noticed the router light for 2.4 is on and blinking), the light for 5ghz is on but not blinking/ solid white.

Usually if its on, its broadcasting. the blinking is when something connected?
Tried checking to see if the "enable ssid broadcast" is checked?
Tried changing firmware (maybe there's a bug/corruption in that version)?

I think so yes, when it's on it's broadcasting. So the 5ghz seems to be broadcasting based on the light on the router.
"Enable SSID Broadcast" is checked for both 2.4 and 5.
I tried downgrading the firmware version from V1.0.4.122_10.0.95 to V1.0.4.118_10.0.90 and it is still having the same issue.
