Yes. Your network has changed and the router may have some settings remembered from the previous connection.
When you change your Internet service – hardware, supplier or speeds – you have a different network. So it helps to start from scratch. Tell all the devices on the network to forget any settings carried over from your previous network. An alternative is to tell the router to run the Internet setup wizard. It will then go out an negotiate the appropriate setting for your "new" connection.

I tried the suggestion: Network Wizard
Still getting only 200 MBPS speedTest from Verizon
Other speed tests showing about 250 MBPC
In other words, no change
a screenshot of Windows 10 Task Manager seems to show FIOS is capped at 200 MBPS
Any other suggestions?

I don't know how to interpret that image.
Looks like something in Windows rather than the router.
