Model R6900P When I power cycle the wireless networks go back to the factory network names
I have renamed the wireless networks to my own names and given each my own passwords. When the power to the router cycles, the wireless network names return to the factory default names. I have selected "apply" after renaming, which according to the user's guide is supposed to save the setting but it does not seem to save the setting for the next reboot. Is this a failure of the router or am I missing a step somewhere along the way?

You don't seem to be missing anything.
What firmware version do you have on the device?
A number is more useful than "the latest". (It may not be by the time people read this.) There can also be newer versions, or "hot fixes", that do not show up if you check for new firmware in the browser interface.
It might also help if you told people what the modem is in front of this router, if there is one. The model number could be useful. Is it, by any chance, also a router, with a set of LAN ports on the back?
The reason for asking is that a lot of people turn up here trying to put a router behind a modem that is also a router. That can complicate troubleshooting.
Have you tried to save your router's configuration after you make the changes? Then you can it after things go back to their defaults. You shouldn't need to do that. But it gives you something to fall back on.
