"Best" is one of those questions that need more detail.
The router choice usually has nothing to do with the modem.
Routers will work with whatever modem you throw at them.
The choice of the router is down to the Internet service provider and the sort of Internet service is provides. Cable, DSL and fibre all have different technologies and "boxes". A router will work with whatever you choose.
Your ISP may have a list of modems that are known to work on its network. Some will claim that you have to rent a modem from them. Bad idea. They will often provide a poor choice and often will provide a combined modem/router that makes it complicated to add your own router.
If your ISP has its own user community like this one, you could ask there for suggestions.
