did you follow the instructions precisely?
And make sure the file was extracted to the proper location?
If its not reading it, either its not extracted, not in the proper location, or your path/file name isn't correct.

Yes, I followed the instructions percisely!
And make sure the file was extracted to the proper location?
Yes, It was extracted using 7-zip and the file placed on the desktop, I changed the directory to one drive on win 10.
If my pathway file name was not correct then how do I fix it?

Tough to know how to fix it when we can't see what you're typing into the command line or where the file is located. The command line requires you type it exact to the location and the file name. Thats why the video can help at times.
Have you tried using an earlier firmware?
