Is the VPN one that is installed to the router or on your devices?
usually if its installed to the router, its 3rd party firmware and the guide will be on the VPN's site.

Good question. I wasn't going to go into that without knowing what the "activation" was about.
It tracks back to whether it is an "in" or "out VPN". If it is to let allow access into the network from afar, then it may be OpenVPN. That is there "for VPN connections to your router".
That is covered in the manual. although this may have changed in the decade since they wrote the instructions.
A VPN that lets the user hide their activity out of their network.
Again, the exact "phraseology" is important.
Either variety may need "activation" . And that depends on what we are talking about.
