Most routers sit behind a modem of some sort. Power cuts usually take out the whole network, including modem and router. When the power comes back on, it is important for these devices to come on in the correct order.

Turn on modem. Wait 2 minutes for it to connect.
Turn on router and wait 2 minutes for it to connect.
Turn on computers and rest of network.

That seems to be the logic behind the advice that you get from the your ISP. Although there seems to be some sort of grammatical confusion in there. (or then?)

In the past I used a modem/router in modem only (bridge) mode. After a power cut, the modem bit took so long to connect that the router behind it gave up looking for an Internet connection and timed out.

I solved it by replacing the modem/router with a standalone modem.

Of course, an option that many people adopt is to use a UPS, Uninterruptible Power Supply.

I have a Smart Wifi router R6350 - Nighthawk.
I have a static IP (Public Ip)
Things are working, Suddenly Power Goes so is my internet connection.
Power comes up after 10 mins... Router is up, Shows Internet connection GOOD.
But I am not getting any internet services.
I wait for 30 mins, nothing happens.
I call Up the Broadband office , they tell me to switch off the router fr 10 mins.
after 10 mins I connect, mostly I get connected
I beleive they reset the connection from their console.

Now this does not happen if I am using a normal connection that is without STATIC IP.
With static IP , I was not facing any issue.
I know some setting needs to change somewhere and I think it has to do with Timeout.

     A vague description of what does _not_ happen is less useful than a
  clear description of what _does_ happen. What, exactly, fails?

  you actually _know_ about what they do?

     What, exactly, did you change in the router settings when you got
  this "STATIC IP [ADDRESS]?

     "Timeout" of _what_?
  
     You don't seem to know enough about this stuff to make your analysis
  of the problem worth anything. What _might_ be helpful would be if you
  described accurately what you're doing, and what happens when you do it.
  What you think it all means is much less interesting.
  
     When an ISP tells you that you have a "static" IP address, that may
  or may not be literally true. The ISP might still want or allow you to
  use DHCP to configure the WAN/Internet settings of your router. For
  example, my service provides a "static" IP address, but the BASIC >
  Internet settings on my router still include these:
  
        Internet IP Address
        (o) Get Dynamically from ISP
  
        Domain Name Server (DNS) Address
        (o) Get Automatically from ISP
  
     In such a case, these IP parameters are not actually static, but the
  ISP has reserved mine, and always supplies the same ones, using DHCP.
  This might make more sense for the ISP, because _you_ might configure
  your router using various bad/trouble-making parameters, and cause
  problems for them.
  
     It's also possible that your ISP really does expect you to configure
  your router with (true) static parameters.
  
     With my weak psychic powers, I can't see how _your_ router is
  configured, or what your (unspecified) ISP wants you to do.
