Duckware,
This worked. My public IP changed and I'm back on the website, so I was definitely blocked by the hosting service. Thank you for the input and GREAT TECHNICAL HELP!!!!

Where, exactly, is "this website" running? "won't" is not a useful
problem description. It does not say what you did. It does not say
what happened when you did it. As usual, showing actual actions with
their actual results (error messages, LED indicators, ...) can be more
helpful than vague descriptions or interpretations.
Where is your test browser running? What are you using as a URL?
Name or IP address? What is the actual error message?
> [...] No one else in other locations is having this issue [...]
What is the URL which works from the outside world? Name or IP
address? If name, then to what IP address is it resolved? What is the
WAN/Internet IP address of the router?
> [...] I tried re-setting the router and the modem [...]
What is your "the modem"? Modem or modem+router?
> Ping testing through the router shows a time-out.
"Ping testing" from where to where? Actual command? See "As usual,
[...]", above.
> [...] I have also done a hardwire connect directly to the cable modem

Again, this non-description conveys no useful information. See "As
usual, [...]", above.
> Does anyone have any ideas how to correct this?
Without some actual information on what you're doing, and what
happens when you do it, there's not much I can suggest.

Ok, here are some more specifics:
Won't load = Get a response "Can't Reach this Page"
Website in question: www.sandangelfoundation.org
If you read carefully, this is happening across multiple devices (and multiple browsers) - the website loads in other sites in this , even with the same ISP. It is not specific to device or browser.Modem is an Arris Surfboard 6141 and Router is 7900P Nighthawk 6S, which is connected to the Arris via hard cable
I simply tried pinging www.sandangelfoundation.org through the router (both wireless and hardcable) and then through the model. Through the router, timed out both ways.
