NETGEAR Nighthawk 4-Stream AX4 WiFi 6 Router with 4G LTE Built-in Modem (LAX20)

With a large family and 13 devices connected to my network and the only option for broadband out here is the country being 4G LTE, hoping someone can me if the Nighthawk 4-Stream AX4 WIFI 6 Router with 4GLTE Built-in Modem (LAX20) will allow me to set the bandwith for each device on my network (Ex: RUKU 5MB, Notebook 8MB, etc..), along with allow me to monitor my networks bandwidth usuage and each device usuage?
