I have 2 devices connected to it my phone and smart TV they both say that they are connected without internet, the 2 wired devices are my pc and Xbox they both say there connected in network settings but I can't access the internet in any way, i can't run the wifi set up because my phone can't connect to the internet via the wifi as said before (keeps saying to make sure I'm connected but I'm already connected). The modem is a citron module CODA-57

You don't need Wi-Fi access and a mobile device to set up the router and connect to the Internet.
You can do it with a wired connection from a PC. In fact, that is the preferred option for many people.
Visit the support pages:
Support | NETGEAR
Feed in your model number and check the documentation for your hardware.
Look for the model number on the label on the device.
That page will also have any software, firmware and drivers for your device, if they exist.
Check the section in the manual Manually set up the Internet connection.
There may also be some helpful videos on what to do.
You may have done that already. I can't tell from your message.
I mention it because Netgear gave up on supplying paper manuals and CD versions some years ago and people sometimes miss the downloads.
But your picture suggests that you have an Internet connection. If so, the PC has a built-in way of connecting. No need for a a mobile device.
