This is an ageing router. If it is second hand, are you sure that it works?

 

I have setup the nighthawk according to online instructions, but it is not showing up on any of my devices' wifi lists, so I can't complete the setup.

You don't need a wifi connection to complete the setup. A wired connection and a web browser and the graphical user interface (GUI) is much better.
