Do you have any devices that may have these .10 addresses staticlally configred ON these devices?
What devices do you have connected?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?

My R9000 Nighthawk is plugged directly into a Netgear CM700 Modem
and all was working before the reboot so the devices has .1 not .10 before the reboot
It is strange because most devices giving issues are hardwired into the Router (R9000)
which should be handing off the 192.168.1.X addressing scheme to them
I use subnet mask 255.255.255.000 so it should not know about handing over
192.168.10.x address
I have total of 39 Devices on network using hardwired, 2.4g and 5g
Many are hard to reset, thing like Camera, Printer, Bulbs, Plug sockets
thay get setup by Router handing addresses to them or in some cases using mobile device to setup
