Are you testing wired or wireless?
If any of the qos, access control, parental controls, or traffic monitoring were enabled, try factory resetting the router.
During the reinstall don't use a backup configuration. And make sure to leave the 4 services disabled.
When they're enabled, they disable CTF (cut through forwarding) which is needed to hit gagabit speeds. And I"ve seen it not get re-enabled unless a factory reset was done. So try that first.

I have the same issue and I am using a an Xfinity CM1000V2 modem. Paying for 1200Mb and wasting my $$ because of this router. I tried submitting a support ticket, but says I am past the 1yr mark.
