I have a netgear r7000p router 200mbps isp service from spectrum. Since day one at two different houses wifi internet tests I get 21mbps download and 4 mbps upload. So frustrating. App shows speed com...

Thats a modem/router combo device. Its a double nat.
A double nat happens when you cascade more than 1 router.

Fixes? There’s 3 options but only use 1.
1. Put the modem/gateway in modem only/pass through mode. This disables its routing functions.
2. Leave the modem/gateway in router mode but put the Netgears IP address into its DMZ. This forwards the data to the netgear. You can either leave the modem/gateway’s wireless enabled or disabled. Just make sure its using a different wifi channel to prevent interference
3. Put the Netgear into access point mode. This disables its routing functions. Wifi/ethernet still works but it does disable some features.

Did you actually check it?
It also wouldn't be the first time an ISP supplied device didn't function properly in passthrough mode.
- Retired_MemberNov 11, 2021I did awhile ago and it was only in modem mode. I will have to double check tomorrow. Also borrowing a router from a friend to see if that helps

You can always try it in modem/router mode and put the r7000P in access point mode
