Google doesn't help much – all I can find is "power over ethernet" stuff – but it sounds like you are connected to a "mobile phone" network.
Probably no router features built into whatever delivers the Internet to you.

I can't log into the modem myself, but the ISP seems to be able to. They changed the DHCP lease renewal intervals recently as one idea to troubleshoot the short outages. It is a fixed wireless system. It does not go through the mobile phone network.
I'm in the process of reserving IP addresses for our main devices in the Netgear router settings hoping that this might help.
