Netgear r9000 will not retain configuration

I have an R9000 that will not retain configuration if powered off. For example, if the electricity cuts, when I am unable to connect to the wifi, and I try to log into the gui, it's completely reset...

Router Firmware Version
V1.0.3.6

I have tried to change version without success. It still manifests the same problem of not retaining configuration.

How are you updating FW?

Your using older FW. Maybe new FW will fix this...
