It is difficult to imagine what the "bunch of different things" are that you have tried.
One approach would be to do a firmware (factory) default reset and setup the router from scratch.
Leave the basic default configuration as is with the following exceptions:
Make sure QOS is not enabled, UPnP is not enabled, and traffic meter is not enabled.
When you are done with the configuration, power down (disconnect the power cord) on both your modem and your router. Wait a couple of minutes and power up your modem. Give it plenty of time to boot, establish a connection with your ISP, and stabilize. Now power up your router and give it plenty of time to boot and stabilize.
Now run your tests.
If your ISP supports IPv6, enable it on your router under advanced settings.
