Router R6700v3 firmware V1.0.4.122_10.0.95 The instructions to enable remote administration do not match the actual menu provided by the unit. There is a "always allow HTTPS access" but it does not...

Its not. Web page remote access from the WAN side was removed, you get some remote access and remote feature now with the Nighthawk app now.
That feature only setup HTTP(S) on the LAN side with using the routers web page.

The 6000 series is kind up in age. You'll be best to find something newer. RAX## something would be recommended.
OF course, if you need web page remote access, you'll need to probably find a different brand. NG has removed web page remote access from all of there router products.

Thanks again for response. Sounds like they had an security flaw and rather than fix it they just removed it. Sending it back and will switch brands.

It may also be because the router industry in general has been catching up with security issues and is changing what we can do with stuff.
Be careful to confirm that whatever you plan to buy supports what you want. It may no longer be available.
Remote stuff also need a "Cloud" intermediary to maintain the remote link to your device. Netgear's partner pulled the plug on that, although you can still do some things on a DIY basis.
In the case of the R6700v3 it is now kind of old, based on something first released in 2014.
Since your router came out, Netgear has made various changes to the browser graphical user interface (GUI). Here at least, and maybe in your model, the "remote" stuff now hides in the GUI under Advanced Setup > Web Services Management.
