Which Netgear device do you own?
ac1900 is not a reliable guide to model number. Many devices come with an AC tag, but it is essentially a label that Netgear, and other brands, attach to hardware to describe wifi speeds.
Look at the label on the device for the model number.
I contacted Netgear and after trouble shooting they said something along the lines of my 2.4 signal was not being accepted but they could fix it if i purchased additional service since my expired.
Did you call a number you found in a web search? If so it probably wasn't Netgear.

Any clue what type of troubleshooting they had planned? I ordered a new router/modem arris surfboard but before throwing in the towel wanted to see what you guys thought.

All we know is that "2.4 GHz wifi is not showing in network list".
What network list?
You won't see a 2.4 GHz SSID if your router uses smart connect or Mesh. They combine 2.4 GHz and 5 GHz into a single SSID.
