NightHawk AC1900 R7000 Strange behaviors after factory reset

I have two Nighthawk R7000 (Firmware: V1.0.9.64_10.2.64).  After a standard factory reset,  both Nighthawks perform the standard post factory reset steps for setting the admin password.  Once the admin password is set, any further access to the Nighthawk results in a web page redirect to the admin password recovery page.  I don't need to recover the password as I just set the password in the previous step.  If I go ahead and perform the password recovery, it does let me set the password again, however, once the admin password is set, any further access to the Nighthawk results in a web page redirect to the admin password recovery page.

    

On BOTH Nighthawk's I'm stuck in a admin password recovery loop.

   

Completely frustrated, I decided to attempt to get at the Nighthawk config from the mobile app.  I can connect with each Nighthawk's Wi-Fi, authenticate with the admin password I set, and the mobile app can change some of the config parameters.  However the web administration is still stuck in the admin password recovery loop.

  

This behavior must be by design because both Nighthawk behave exactly the same.  What am I doing wrong?  Any tips?

 

Things I've tried that didn't break me out of the admin password recovery loop:

 

1) Tried accessing the router using http://www.routerlogin.net.  RESULT: still stuck in loop.

2) Tried accessing the router using http://192.168.1.1 RESULT: still stuck in loop.

3) Tried a second and third factory reset.  RESULT: still stuck in loop.

4) Tried using admin passwords with no spaces and no special characters. RESULT: still stuck in loop.
