try factory resetting the extender and reinstall it.
Push and hold reset for 7-15 seconds while its powered on. then follow the install.
If you check the attached devices page for the router, it should have the IP address for the extender. Maybe it changed.

Thanks much for the hint. I had tried the factory reset on the 3700 a couple of times but still could not log into it's administration through the 192.168.1.250 address. Your suggestion to try using the IP as assigned by my main router worked! I can now review the status and settings using this method. Not sure why the 192.168.1.250 no longer works but I guess it won't matter now. Thank you very much!

I had the same issue using the latest firmware (102) for the R6700V3 although I am using another router as the AP. I reverted back one version of firmware (84) and the IP access works now. The AP now also shows up in the connected devices list on the R6700V3

Good to know I'm not alone with the firmware glitch. Maybe I'll role back a version if I can figure out where to obtain the file. Thanks for the feedback!

you can download right from the netgear site. Search for R6700V3 and then select downloads. The top of the list will be the latest version but at the bottom you can select older versions and pick the one you want to roll back to.
