are you using smart connect?
Smart connect switches devices between 2.4ghz and 5ghz.
2.4ghz is a much slower network and sensitive to interference.
So if you have it enabled, try disabling it and making sure higher bandwidth devices are on 5ghz.

No smart connect is off and both channels get the same slow speed.
You have the r6700 in access point modem?
What speeds do you get hardwired into it?Yes the r6700 is in access point mode and when hardwired into it I get the full 700-900 up and down speeds to be expected. Te problm only sems to be with the wifi.
Try factory resetting the R6700.
during the reinstall, set it up in router mode. But go into the ATT device and put the netgears IP address into its DMZ.
