Well, things are gradually improving.
I have basically had to rebuild my network almost from scratch.
Most devices are now up and running again, and the switches appear to be working normally for wired connections.
What I think happenedk was that after the power cut, devices started up before the router was fully operational, and I think before the address reservations set in the router took effect.
As I brought devices back up gradually, I think the automatic assignment of IP addresses would have prevented duplicate IP address assignment.
But I am still disappointed that the existing reserved IP addresses seem NOT to have been followed in full. Or else I'm misunderstanding which screen actually does the reservations.
Anyway, I'll continue switching on the remaining wireless devices, now I have the wired network working properly again, as far as I can tell so far.

Netgear has set up a community forum specifically for the NightHawk Router products. Most of the people who watch that forum are more likely to have experience with NH router products and know how to work it better than those of us who follow this router forum. Not being familiar with this forum, I'm not sure how to do that - can I do it myself? If so, how.

The switches appear to be working now - I think conflicting IP addresses is the most likely cause of the issue.
