Nighthawk R7000 Port Forwarding inconsistency

I've been having a strange port forwarding issue that I can't seem to find a solution for and was hoping that this would be a good place to ask about.

I have the Nighthawk R7000 and have had ports forwarded for a while which work reliably, the issue I'm facing now is trying to open another port. Adding this new port does not seem to actually open it as it stays closed.

With netcat I can see the the other ports that I have open are actually open while the new one that I'm trying to open stays closed. I've tried rebooting the router and looking online for hours but to no solution.

Is this an issue with my ISP, modem, router, or etc. Could it be that I'm limited to only a certain number of ports open?
