When logging in through routerlogin.net - the ability to access parental controls is grayed out. Why can't I gain access to parental controls?

Which parental controls? Netgear offers various options that you can subscribe to:
Circle Smart Parental Controls
NETGEAR Smart Home Parental Controls
It used to offer a free service, called "standard parental controls". But its partner, OpenDNS, pulled the plug on that in 2021.
So the details in old manuals may be wrong.
