I know nothing about your "setup".

When you "connect" what to what, exactly? (Hint: If a device has
different types of ports, then "connected to device" is not enough
detail.) What do you think that "at the wall" tells anyone? What's
_behind_ "the wall"? Which "the lights" do what, exactly? What,
exactly, does "have signal" mean to you?
Visit http://netgear.com/support , put in your model number, and look
for Documentation. Get the User Manual (at least). Read. Beyond the
basic set-up instructions, look for the LED descriptions and
"Troubleshoot".

whom?

You might want to start by asking your (unspecified) ISP. People
there should have a better chance of guessing at all the missing details
here, as well as providing a more interactive customer interface.
