Are the WiFi credentials for both of these WiFi systems exactly the same?

The specific LAN subnet created by a router is not usually a factor when setting up a camera.  As you have observed, Netgear has a consistent practice when configuring residential WiFi routers:

• When the router is assigned an IP address by the network that the router has connected to that is not in the 192.168.1.x IP subnet, Netgear routers create a LAN subnet with the IP range 192.168.1.x/24, i.e. 192.168.1.1 through 192.168.1.254 with the router assigning 192.168.1.1 to itself.
• When the router is assigned an IP address that is in the 192.168.1.x IP subnet, then it creates a LAN subnet of 10.0.0.x/24 and assigned 10.0.0.1 to itself.

When a user device issues a DHCP request to learn which IP it should use, the router responds with an IP address within that LAN subnet, either by drawing an IP from a "pool" or addresses or by looking up the device MAC address in a reservation table and using the IP found in the table.

Many security cameras, including the Reolink battery powered models such as the Argus PT, are set up by using their smartphone app to generate a QR code. The camera lens is pointed at the QR code and the camera learns the credentials that should be used to connect to the WiFi system, i.e. the WiFi SSID and password. Once a camera has learned these WiFi credentials, it will attempt to connect to this WiFi network every time it is powered on.

For example, if an Argus PT was configured to look for a WiFi system called "MyHouse" with a password of "HelloWorld", then that is what it will look for.  If there happen to be a dozen WiFi networks around town with the SSID "MyHouse" and the password "HelloWorld", and the camera was taken to each house, then it would connect and get whatever IP address that particular WiFi router was handing out.  Most of the time of course, the WiFi credentials are unique to a specific WiFi router, and if the camera cannot find that WiFi network, then it does not connect.
