Thank you. Great question. I’ll dig around and see if I can find any coax on the third floor.
For the sake of this discussion though, let’s assume I don’t. Any solutions that don’t involve wiring from the basement to the third floor?

Powerline might be a decent option. But it can suffer from interference/distance issues so its connection speed decreases.
The r9000 doesn't have repeater/extender mode so you couldn't use that.
You could always get a decent wireless extender that has an ethernet port to connect it to but at that point, you might as well just use the extender and not the R9000.
You're a bit limited because the r9000 needs to be hardwired into something.

I can't attest to how the coax impacts the fios setup but i've seen many of the fios boxes have moca adapters built in. might be worth checking to as then you'd only need to get 1 for the 3rd floor.
