Most modems have a label on them. Without knowing what the modem/gateway is that connects you to the Internet it is anybody's guess as to what might be happening on your network.
Manuals are always a good place to start.
Visit the support pages:
Support | NETGEAR
Feed in your model number and check the documentation for your hardware.
That page will also have any software, firmware and drivers for your device, if they exist.
Look for the model number on the label on the device.
Begin with the Quick Start/Installation Guide.
As this is a second hand device, your first move should be to "factory reset" the thing. How do I perform a factory reset on my NETGEAR router? | Answer | NETGEAR Support

What wired PC are you using?
Ensure the Ethernet adapter on this PC supports 1000Mpbs connection rates.
Ensure the ethernet adapter drivers are up to date.
Be sure your using good quality LAN cable. CAT6 is recommended.
Try a different PC to compare.
Connect the PC directly to the modem and speed test there.
Try a factory reset on the router and setup from scratch. Be sure to not enable Access Controls, Armor, Circle or Traffic meter.
