No upload speed, is it toast?

All of a sudden software programs started locking up, and we pages were taking forever to load.  I ran a speedtest and while I was still getting 400 Mbps download speeds, I was only getting .01 Mbps upload.  I rebooted everying, checked or replaced every cable, and even did a full reset on the router....nothing changed.  Called my ISP and they said the modem is fine but they cannot connect to the router, and said it was bad.  I pulled the ISP provided router out of storage just to test, and sure enough it worked fine.  Anything I can do to fix this router or should I just buy a new one?

PS, I dont know if this is just coincidence, but I did just disconnect everything the day before and set it back up in another room.
