not able to access router externally when entering external IP

I setup a webpage on a pc it is all by it self not a virtual computer, When I type in static IP both local ip and external address i can access both ip's internally and see the page fine but when I type in the external ip at another location externally the site wont come up, someone please help me with this issue.

       Is there a router involved?  Connected to what?  Did you do anthing
    with it?  Port forwarding, perhaps?

       Into some web browser or other, running on some computer or other?

       Terminology: A "static" address is configured on the device itself.
    What you configure on a (DHCP server on a) router is a reserved dynamic
    address, not a static address.  Either one should fix the address of a
    device, but some implications are different.

     

       With my weak psychic powers, I can't see any of those IP addresses.

       "wont" is a word, different from "won't".

     

       "won't" is not a useful problem description.  It does not say what
    you did.  It does not say what happened when you did it.  As usual,
    showing actual actions (commands) with their actual results (error
    messages, LED indicators, ...) can be more helpful than vague
    descriptions or interpretations.
