what color is that power light?
have you tried a factory reset? Push and hold reset for 7-15 seconds while powered on
If that doesn't help, it could be corrupt.
You can try recoving it with tftp or nmrpflash.
are you on windows? if so, follow this guide
https://kb.netgear.com/000059634/How-to-upload-firmware-to-a-NETGEAR-router-using-Windows-TFTP
just make sure you enable tftp
https://www.thewindowsclub.com/enable-tftp-windows-10
and here's a video walk through using a tftp client. Use the built in one for windows 10 though. the video is more of an example of how its done.

and if that doesn't work, you can try using nmrpflash

The power light is a steady green light. I'll try those options you gave me. I use my phone for setup.

If the factory reset doesn't work, start with trying to hardwire a pc/laptop into the extender first.
factory reset: push and hold reset for 7-15 seconds while powered on. The lights should blink/change when held long enough.
disable the laptop/pc's wireless. then connect it and try to access the mywifiext . net or its default 192.168.1.250

It might also be worth trying this in the section where they talk about extenders rather than Nighthawk WiFi Routers. Your EX7300 is not one of those.

In the meantime you could visit the support pages:

Feed in your model number and check the documentation for your hardware. Look at the label on the device for the model number.
You may have done this already. I can't tell from your message.
I mention it because Netgear stopped supplying printed manuals and CD versions some years ago and people sometimes miss the downloads.
