    Well, after avoiding my problem for a few weeks, I finally sat down with the plan to commit hours to figuring out the problem.  Happily, it only took me about a half hour.  I started going through every page of the settings.  I found that somehow, on the Advanced/Security/Schedule page, the boxes for "Days to Block - Every Day" and "Time of Day to Block -- All Day" were both checked.  All the other settings (Allow new devices on Access Control, Never on Block Sites and Never on Block Services) were fine but this schedule thing caused the hang up.

     

    So, now I can set the Security system both from the panel and from my phone.  I can also see the cameras, except for the one in the basement where my teenager taped a notecard over the lens.  (Guess which camera I'm going to be watching the most.....)
