R6080 Router WiFi LED Is Off and cannot access internet vid wireless connect

Only 3/4 LED Lights on router are lit. The WiFi LED is off but there is no button to turn the WiFi access off/on. It still show the network is available to access but once connected there is no internet connection

    Is this a new device? 

    What modem/gateway is it connected to?

    firmware on it?
