I am. I changed the IPv6 settings to AUTO and went to an IPv6 test site. My tests all passed so I did the firmware update again. Everything seems to be working fine now.
Thanks for pointing me in the right direction.

I am having similar issues with my R6400v2 running firmware V1.0.4.120_10.0.91. The router responds to many DNS requests with REFUSED. The behaviour is independent of the configured DNS server (tried both my ISPs DNS server and Cloudflares 1.1.1.1) and affects both wired and wireless connections, although the rate of REFUSE responses was higher for wired connections. A workaround was to configure my client PCs to directly use the external DNS server rather than query the router.
Finally I downgraded the router firmware to V1.0.4.106_10.0.80 which resolved the problem for now.
I hope that Netgear will address this issue in a future firmware update for the R6400v2.
