Do you have a different cable or a cat 6 cable to try? I've seen sketchy cables work at gigabit on some devices but not others.

So that's interesting. I can't easily directly plug in my modem to the router with an entirely new cable due to how the fiber comes in to the house or where power is located relative to the devices. But I can plug in a new hot Cat5e into the WAN port and it does land at 1000Mbps using the intermediate switch approach. I can go from the modem to a switch (well technically my other router) and then connect that using a new line to this Netgear router. In reality, I'd just go with the good router.
It's almost as if my modem "doesn't want to negotiate" a Gbps link with my router's WAN port.
