R6700v2 Cannot Turn On Access Control
I'm running outer Firmware Version V1.2.0.92_1.0.1 (latest) on my R6700v2 and I cannot turn on access control. I select "Security" then "Access Control" and check the box to "Turn on Access Control" ...

I would try from scratch. Whenever I've had an issue with firmware, its usually in the backup as well.
I'd keep with the latest and see if it works. If it doesn't, you can always downgrade and see if it was a firmware issue or just a setting not carrying over correctly

The error message under the frowny face is "internet-router didn’t send any data".

What is the brand name and model number of the modem/ONT that is connected to the internet upstream of your R6700v2?

My cable modem is a Motorola MB742. I don't understand why that would matter, but I'm open to any thoughts on how to resolve this issue.

You're on the newest firmware. Maybe something changed in firmware. You could always try a factory reset and see if that fixes the issue

did you try a different browser?
What speeds do you pay for? we usually don't recommend Access control if you have speeds >250mbps as it can slow it down on the r6700

My Internet speed is 300 Mbps Internet Service. I tried both Edge and Chrome, and they both behave the same way.

Parental controls, access controls, traffic monitoring, can all drop speeds if you're over that 250mbps as the processor needs to inspect the traffic and it can't keep up above those speeds.
Unless you really need access controls, I'd leave it disabled so you can use your full speeds.
