What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
Be sure your using a good quality LAN cable between the modem and router. CAT6 is recommended.
Have the ISP check the signal and line quality UP to the modem. Be sure the ISP provisions the modem correctly.
Be sure there are no coax cable line splitters in the between the modem and ISP service box.
Be sure your using good quality RG6 coax cable up to the modem.
Be sure to power OFF the modem for 1 minute then back ON.

All cables are good quality and new.
I do not have the specs on the Spectrum modem as I am not on-site.
The problem appears to occur when there is a prolonged (>45 minutes) power outage that exhausts the UPS (which was installed to eliminate the disruption of momentary outages). When the power comes back on the modem and the Netgear router are powered back on at the same time but complete their boot cycle at different times. At some point the router is supposed to link with the modem but fails to do so. So, I guess the question is... must the modem complete it's boot cycle and reconnect to the internet (Spectrum) first, then the router can link with it, or should it not make a difference?

Should make a big difference however anything maybe possible with the modem your using. If the router is ready before the modem is, then there could be problems at the modem side.

The traditional method is to shut everything down and pull the power cords. Then start at the outside and work your way in. Start the modem, let it completely startup and stabilize before starting the router. If there is no connection between the modem and router, reverse the startup sequence. Start the router, let it completely boot and stabilize before starting the modem.
Yes it does make a difference. One way will work and one way will not. It only takes a few minutes to test to find out for your particular combination of hardware and ISP system.
