You can try recoving it with tftp or nmrpflash.
are you on windows? if so, follow this guide

just make sure you enable tftp

and here's a video walk through using a tftp client. Use the built in one for windows 10 though. the video is more of an example of how its done.

i've tried that but i can't get to the admin pages to go through those steps. it says to use an ethernet connection (Note: Use a wired Ethernet connection during setup to avoid interfering with your wireless connection.). but connection back to what? i tried an ethernet connection to my existing router and i've connected it to my laptop, doesn't work. if i connect it to my modem, then i can't wirelessly connect to my main router.
- Launch an Internet browser from a computer or wireless device that is connected to your Nighthawk router’s wireless network. - since the netgear router isn't coming on line, it is not showing a wireless network.
- Visit http://www.routerlogin.net. If http://www.routerlogin.net does not work, try the following:
- http://www.routerlogin.com
- http://192.168.1.1
- http://192.168.0.1
- http://10.0.0.1
- NONE OF THESE WORK IN A BROWSER

TADA. i was able to get the nmrpflash process to work and push the firmware upgrade. my router is now operating correctly. I'm able to see the netgear wifi network and the lights are no longer cycling.
