R7000 constantly cycling on/off

Starting 7/16 around 7P, my wifi has been cycling on/off.  On 2-8 minutes/off 2-8 minutes.  Lose access to the internet an wifi attached devices (e.g., Ring, Smartthings, Chromecast).

I've hooked the modem directly to my PC and can surf uninterrupted for hours.  Run the modem through the router and cycling starts.  I've rebooted modem and router and rebooted the 6050.  No help.  Changed cables.  No help.  Unplugged Ring, Smartthings, Chromecast for 1 hr.  No change.

As luck would have it, last night we had a significant thunder storm and lost power for 40-50 minutes.  After that, internet and wifi worked perfectly . . . until about 12:30P today EDT.  Not cycling like it did, but we're now beginning to get cycling every 15 -30 minutes.

How do I troubleshoot?  Is this actually a router problem.  I'd appreciate a quick reply.

Try a different power outlet and different power adapter? One with same volts and amps.

Has a power off for 1 minute then back ON with the ISP modem and router been performed by pulling the power adapter from the wall out let?
Be sure to restart your network in this sequence:
    Turn off and unplug modem.
    Turn off router and computers.
Plug in and turn on modem. Wait 2 minutes for it to connect.
Turn on the router and wait 2 minutes for it to connect.
Turn on computers and rest of network.

Has a factory reset and setup from scratch been performed since last FW update? A complete pull of the power adapters for a period of time after the factory reset then walk thru the setup wizard and setup from scratch with a wired PC and web browser. Recommend setting the default DHCP IP address pool range to the following after applying and a factory reset: 192.168.#.100 to 192.168.#.200.
