maybe the prior users bricked it.
You can try recoving it with tftp or nmrpflash.
are you on windows? if so, follow this guide
https://kb.netgear.com/000059634/How-to-upload-firmware-to-a-NETGEAR-router-using-Windows-TFTP
just make sure you enable tftp
https://www.thewindowsclub.com/enable-tftp-windows-10
and here's a video walk through using a tftp client. Use the built in one for windows 10 though. the video is more of an example of how its done.
https://www.youtube.com/watch?v=R9DLrLQrpaw
and if that doesn't work, you can try using nmrpflash

the first one said it falled to connect to target and the seccound says (firmware) file not recognized

tftp can take a few tries as its sensitive to timings.
Make sure to watch the video.
Also, ensure you're using the correct firmware

Firmware version? Connected to what?

Which IP address?
"can[']t" is not a useful problem description. It does not say
what you did. It does not say what happened when you did it. As usual,
showing actual actions (commands) with their actual results (error
messages, LED indicators, ...) can be more helpful than vague
descriptions or interpretations.Speaking of "LED indicators", what are they doing?
Visit http://netgear.com/support , put in your model number, and look
for Documentation. Get the User Manual (at least). Read. Look for the
LED descriptions and "Troubleshoot". Further reading might not hurt,
either.
> the first one said it falled to connect to target [...]None of that is a useful problem description. See "not a useful
problem description [...], above. The TFTP recovery scheme is a multi-step procedure which offers
multiple opportunities for user input, hence user error. By itself,
saying that you tried it doesn't say much. See "As usual, [...]",
above. Especially when using a command-line program, copy+paste is your
friend.> [...] and the seccound says (firmware) file not recognized
Which "(firmware) file"? Has it a name?
