What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
Be sure your using a good quality LAN cable between the modem and router. CAT6 is recommended.
How are you connected to the router? Wireless or wired? Wired is preferred for speed testing.
Has a power off for 1 minute then back ON with the ISP modem and router been performed since last update?
Be sure to restart your network in this sequence:
Turn off and unplug modem.
Turn off router and computers.
Plug in and turn on modem. Wait 2 minutes for it to connect.
Turn on the router and wait 2 minutes for it to connect.
Turn on computers and rest of network.
Has a factory reset and setup from scratch been performed since last FW update? A complete pull of the power adapters for a period of time after the factory reset then walk thru the setup wizard and setup from scratch.
How is wireless settings configured?
Is Smart Connect enabled or disabled?
What channels are you using? Auto? Try Auto and 48 on 5Ghz. Or try setting manual channel 1, 6 or 11 on 2.4Ghz and 40 to 48 channel on 5Ghz.
Any Wifi Neighbors near by? If so, how many?
What security modes are you using? WPA2/AES Only is best.

I have done all of the power cycling and resets. Sounds like the only fix is to reset to factory defaults, install latest firmware. Correct? What a pain, I should not have to go through this. Will it actually fix the issues?

Yes it is a pain. The track record of the default reset resolving issues is good. No guarantee it will fix your issue. You could also have line issues feeding problems to your un-named modem/ONT.
When you get it working, then save a backup configuration file and note the firmware version it was created under. Makes restoring the settings less painful.

For real fun, make a backup before installing the new firmware.
After the update, reload the old settings.
If you are lucky, the problem will go way.
If not, which is likely, just reset the thing again and don't restore the settings.

Sorry for the delay in responding. It is a wired network. CAT6 cabling. Final determination was when I called out Spectrum technician. We saw 240mb out of modem. After he left, I saw it in the R7000 for about an hour. Then, it reverted back to 8mb download. QOS is not enabled. All speed testing is wired.
I am suffering from a fractured hip, and cannot get to the basement to get modem brand. Can I do the factory reset without having my hands on the R7000.
Can I export the 1.0.11.26, do factory reset, the apply 1.0.11.36, then load 1.0.11.126 config file?

What research makes you think its a hardware issue?
We don't know what you're testing on, if you're testing over wireless, over 2.4ghz/5ghz?
Some details of your setup, what you're testing with, how you're testing, and even the app/test site help us to help you.
Plus the modem/gateway.
You can always make a backup of the current setup. Try the factory reset and test its speeds. If it works, then reinstall the backup and test the speeds. See if something in the settings is corrupt causing the issue.
