I have done all of the power cycling and resets. Sounds like the only fix is to reset to factory defaults, install latest firmware. Correct? What a pain, I should not have to go through this. Will it actually fix the issues?

Yes it is a pain. The track record of the default reset resolving issues is good. No guarantee it will fix your issue. You could also have line issues feeding problems to your un-named modem/ONT.
When you get it working, then save a backup configuration file and note the firmware version it was created under. Makes restoring the settings less painful.

For real fun, make a backup before installing the new firmware.
After the update, reload the old settings.
If you are lucky, the problem will go way.
If not, which is likely, just reset the thing again and don't restore the settings.

Sorry for the delay in responding. It is a wired network. CAT6 cabling. Final determination was when I called out Spectrum technician. We saw 240mb out of modem. After he left, I saw it in the R7000 for about an hour. Then, it reverted back to 8mb download. QOS is not enabled. All speed testing is wired.
I am suffering from a fractured hip, and cannot get to the basement to get modem brand. Can I do the factory reset without having my hands on the R7000.
Can I export the 1.0.11.26, do factory reset, the apply 1.0.11.36, then load 1.0.11.126 config file?

Still some gaps in your descriptions.
We saw 240mb out of modem.
What device were you running the throughput test on? Brand, model, operating system? Connected to the router via Ethernet?
What application were you using to conduct the test? Ookla? Some URL address on a web browser? Which browser?

No, it requires you to physically press and hold for several seconds a recessed button on the backside of the router while the router is powered on.

Yes, but you can often bring back the problems you are trying to solve when you import the old configuration file.
