I tried the sequence suggested by FURRYe38 but that did not help. So the ISP sent their technician to the site who confirmed that the problem was with the particular IP address they had assigned. They provided and provisioned a different IP address, and that solved the problem. It worked without needing to cycle power on the Fiber Modem or the Netgear R7000 router. So, the bottom line is that the issue was with the ISP, not the router. So my problem is solved. FURRYe38 Thank you for chiming in with your suggestion.

If the ISP doesn't required PPPoE account configuration, then use only DHCP for the Internet configuration.
Has a power off for 1 minute then back ON with the ISP modem and router been performed since last update?
Be sure to restart your network in this sequence:
Turn off and unplug modem.
Turn off router and computers.
Plug in and turn on modem. Wait 2 minutes for it to connect.
Turn on the router and wait 2 minutes for it to connect.
Turn on computers and rest of network.
